The article starts from the question whether it is possible today to adopt a generational perspective with regard to the social rights of young people, namely citizenship. Although much has been done for civil rights, which concern individual freedoms, and today young people do not appear to be particularly discriminated, for political rights the data indicate a condition of substantial marginality, as shown by various phenomena linked to the crisis of youth political participation. But the paradox is above all about social rights. In fact, on one hand there is a narrative that places the new generations at the centre of the debate (with an emphasis on «young people as the future»), on the other there is a substantial reality that marginalizes young people and disregards their social rights, from those of training to those of work, from housing to support for new households. This phenomenon is especially present and visible in Italy, as compared to other European countries. In order to adequately address this issue, it seems necessary to address the different needs and situations of young people through cross-cutting and cross-sectoral policies that can overcome emergency approaches.
