In the light of international policies that aim to invest in 0-6 years services to reduce educational inequalities, we present the situation of childcare services in Italy and the demand for educational inclusion expressed by families of immigrant origin. We ask what are the main obstacles to inclusion and, since preschool is not compulsory, whether immigrant parents exercise active freedom through the choice of childcare. After an introduction on the concept of life chances, the inclusion/exclusion processes are highlighted through the empirical studies available in Italy on preschooling, which outline the material, cultural and social barriers for foreign families. Next, an exploratory survey (by means of semi-structured interviews) is presented on 15 foreign parents who have enrolled or refrained from enrolling their children in pre-school in an area with a strong migration process in Lombardy. The results show that the demand for inclusion is high and transversal to different ethnic backgrounds and that they have expectations above all of early Italian language teaching as a guarantee of educational success. The choice of a service that is not compulsory, but facilitated by local authority support measures, seems conscious and satisfactory, which is why they are in favour of making it compulsory. No particular material and cultural barriers are noted, while the risk of segregation emerges in classes composed mostly or entirely of pupils of immigrant origin.
