The Immigration Quota Decree, Italy’s main instrument for regulating the entry of foreign workers, has proved ineffective and inflexible, contributing to precarious working conditions and exploitation. The annual quotas do not meet the actual needs of businesses and often do not result in formal contracts, thereby fuelling undeclared work. The current system hinders integration and transparency, whilst other European countries are adopting more flexible and inclusive models. The document proposes a radical reform, with adaptable quotas, public platforms and job-seeking permits, to promote rights, inclusion and social cohesion.
