The article deals with five still controversial issues concerning the relation between urban plans and tools based on the transfer of development rights (TDR). The first section discusses the possibility of using TDR in all urban areas. The second section considers the opportuneness of having one single building ratio for all the areas involved in TDR programmes, rather than several. The third section analyses and compares TDR techniques and PPP in order to verify whether they share a common approach to value capture in urban developments. The fourth section examines the possible contradictions between urban plans and their management tools when planning is considered at a metropolitan scale. Finally, the fifth section deals with the retroactive effects of TDR on urban plans: potentially, TDR have major effects on the nature itself of traditional zoning.
