The paper, which should be read contextually with Paolo Galuzzi’s, reconstructs the origins and essential characteristics of urban equalization, also with reference to its implementation, by discussing two main aspects: whether and how urban equalization relates to the design of the contemporary city (functional by its definition); whether and how, in this time of crisis, it is still as effective as it used to be in the phase of urban development (despite "weakened effectiveness", urban equalization is still one of the most widely used tools to acquire compensatory soil aimed at the realization of public infrastructures).
