The paper deals with the issue of irregular immigrants admission to the Italian system of citizenship rights from the point of view of the labor market and their working insertion. The latter and the Trade Union representation represent the prerequisites from which the immigrants can start the process of social and legal recognition, required for entering into the system of citizenship rights. Our aim is to combine the knowledge about the real processes of inclusion of illegal immigrants with the analysis of immigration policies. They will be taken into consideration, in addition to the rules and formal legal institutions, especially the implementation practices of these regulations.
