Various forms of direct intervention in urban problem solving have become widespread in recent decades. Exploring often emergent and unstable processes by focusing on their innovativeness, the literature has discussed the inclusiveness, effectiveness, and public value of these initiatives. Focusing on a longrunning civic initiative in Slovakia, this research investigates the institutionalised forms of organisational practices and services offered, and how problems addressed and solutions worked out are publicised. The analysis shows how these stable and routine modes of action give capacity to act and offer effective services, but limit inclusiveness and innovativeness; at the same time, they constitute a residual state of publicisation.
