The article critically explores the nrrp (National Recovery and Resilience Plan) and its territorial impact, focusing on Mission 5 – social cohesion and inclusion – in two major Italian cities: Milan and Turin. It highlights how the lack of a territorial vision for a time-limited plan, together with the heavy responsibilities assigned to public administration, manifests differently across regions depending on certain specific factors. These include the socioeconomic characteristics and development trends of the cities, closely related to local territorial governance tools. Furthermore, the in-depth analysis of Mission 5 has opened a broader reflection on the issue of urban regeneration, in terms of both material and immaterial actions.
