Emilia-Romagna is one of the Italian region where the local government had a stronger influence in the utilities policy, expecially during the XXth century. The urban development was one of the causes of these type of transformations and its also related to the history of the environmental services. In this paper the authors analize the relationship between the local government approach and the entrepreneurial one.
