This article explains the meaning of Article 19 of Law 1970/300, the so-called "Statuto dei lavoratori", intended to strengthen trade union rights at workplace level, in order to promote collective bargaining rights without providing a binding legal framework. Changes to Article 19, occurred in 1995, completely reversed its original aim. Disagreements among the unions, as in recent collective agreements signed with Fiat, reveal the lack of political consensus on the necessary reforms.
