NRRP launched, after pandemic emergency by Sars Cov 2, a new season of public investments in the EU and in Italy in many sectors, among with there are public health and social secutity. The aim is to build up an innovative care system, able to give response to complex need through a widespread offer of health and social services, costumized and rooted in the community. This paper focuses on the implementation of NRRP, and specifically on the implementation of long-term care policies for old people in Tuscany. Il points out that some structural limits in planning may weaken or, in some cases, disregard the expected result of the reforms, thus helping strengthening disillusionment, mistrust in public institutions and, finally, abstentionism in public elections.
