Impatto socioeconomico sulla piccola pesca dell’emergenza Covid-19

The fishing sector was significantly affected by the health crisis of Covid-19 although the activities of the fisheries sector were included among those strategic for the national economy and, therefore, not subject to constraints or closures. This article assesses the extent and cause of the impacts on the income and profitability of small-scale artisanal fisheries which, in the context of the Italian fishing sector, assumes an important role in social and economic terms both at national and local level. The socio-economic impact of the lockdown period linked to the spread of Covid-19 on Italian small-scale fisheries is assessed through the analysis of three socio-economic indicators: labour costs, added value and gross profit. The analysis is based on the application of an economic model and on the responses to a questionnaire submitted to 5% of the total small-scale fishing vessels. The results show that the pandemic has impacted a sector already subjected to recession and production and employment downsizing. On the basis of the information collected, in Italy for the small-scale fishing segment there has been a significant reduction in the level of activity compared to the same period of 2019, with a consequent negative trend in value added and in gross profit. The article also discusses the public intervention measures envisaged at national and regional level to support fishermen and fishing enterprises and the mitigation measures, sometimes even of an innovative nature, developed by operators to overcome the crisis.
