This section is intended to stimulate reflection on the implementation, in Italy, of the Innovative Program for the Quality of Living (PINQuA). It starts with the analysis of the evolution – from the beginning of the season, in Italy, of the so-called complex programs – of the different policies and tools that have been adopted so far to tackle housing issues and foster urban regeneration. It also explores inertia, institutional learning, and innovations of the most recent PINQuA experimentation. Having traced an outline of the geography of PINQuA, the section analyses the strengths and the critical points of the initiative, through an in-depth observation of some particularly significant cases.
