This article examines how integrating policies against gender-based violence into welfare systems can help re-legitimise the welfare state after decades of neoliberal erosion, while challenging the patriarchal foundations of social citizenship. It reframes violence as structural injustice rooted in socio-economic gender inequalities and in the gendered design of welfare institutions. Drawing on feminist political theory and social justice scholarship, it reconstructs women’s historical exclusion and conditional inclusion within welfare regimes shaped around the male breadwinner model, where violence remained largely invisible. It then analyses the recent incorporation of survivors’ socio-economic empowerment measures (income support, labour inclusion, housing) as a significant yet ambivalent shift, potentially reproducing paternalism, conditionality and stereotypes of the “appropriate victim” as “vulnerable subject”. The article argues, in conclusion, that only a universalistic, integrated welfare model can effectively support women’s autonomy, advance gender justice, and redefine social citizenship in a post-neoliberal context.
