For the States affected by shocks of natural origin the UE solidarity is expressed with solidarity loans. The UE solidarity determines a housing surplus, if public choices rely on the semantics to overcome the management inefficiencies carried on under the ordinary and emergency. They produce abnormal settlement, which can create problems in the life cycle of the city: the urban transformations that are born from emergency have greater efficacy than the urban transformations that are born in times of peace.
