The boundaries of Naples’ Metropolitan city as defined by the law 56/2014 are not coherent with none of the functional maps of the area. In turn, these maps do not deliver the same results, thereby they cannot be taken as the basis to design the institutions needed to govern the metropolitan area. Yet, as the paper shows, a critical analysis of the territorial organisation of the area, may open the way to the incremental emergence of the institutional setting required.
