The authors analyze the governance of aggression risks within the Italian public healthcare system, specifically examining the case of the Local Health Authority (ASL) of Bari. The article investigates the phenomenology of violence against healthcare professionals, highlighting a significant upward trend in reported incidents, which rose from 42 in 2022 to 130 in 2024 within the Bari district. The study argues that staff safety is a fundamental component of clinical governance and essential for maintaining the quality of care. By evaluating management strategies such as the implementation of the “Flow Manager” and specialized de-escalation training, the authors propose an integrated risk management model. This approach aims to combine structural interventions with organizational innovation to restore the therapeutic alliance and institutional trust.
