The recent coming into force of the urban renewal plan for the historic centre of Cagliari is an opportunity to reflect more widely on the urban policy renewal innovations and, more specifically, on issues related to the effectiveness of historic centre urban renewal plan implementation. The authors intend to highlight some important contradictions of the regulatory plan apparatus that should be subject to structural review. They also suggest possible supplements.
