This paper proposes an analysis of the changes caused by migration processes on urban structure in Italy. The study analyses both immigrants settlement processes in the urban areas and policies that govern migrants’ presence. These processes seem to show insufficient, emergency and occasional features. Finally, the study highlights the weakness of urban planning as it is currently practiced, due to strong contraction of public policy, and it proposes the alternative hypothesis of the city as a participatory commons.
