That article describes the governance of the housing policies and the transformation of supply and offer side of houses in Rome, since the great urbanization process happened from the 1950. The hypothesis is that there is a sort of disembedding between citizens and istitutions, as a result of both the crisis of representation and the rescailng process, in a general frame of financial retrenchment in the social sector.
