Business networks are a new institution of civil law, which lies halfway between the establishment of a new legal entity and the contract form. The Author con-sider the relationship between this institution and local public services: some re-cent experiences of networking by public companies use business networks. The Author study the use of networks in public network services such as the water service and the waste service.
