The water sector is a natural monopoly. This potentially limits the efforts towards efficiency improvements. In many countries, research has been carried out to identify mechanisms to measure the efficiency of the water sector and to implement these methods. Moreover, many studies have analysed whether there is a tendency for private management of the water sector to encourage higher efficiency levels compared with public management. This paper looks at the most relevant empirical studies that have been carried out in relation to this issue in the main foreign countries.
