The author, in light of his long experience, proposes some defining ideas to circumscribe what he means by these terms. He then proposes an application of the institutional summit starting from his recent experience in the Padua penal institutions, in order to arrive at an understanding of the difference in the reception and discussion of the films presented in the Casa di reclusione (House of Reclusion) and in one of the UEPE (Ufficio Esecuzione Penale Esterna/External Criminal Execution Office) offices.
