Social innovation has long been recognized as one of the strategic levers of sustainable, inclusive and democratic local development. Recent literature on business models has long identified social innovation as the emerging outcome of a process of interaction between actors and logics in contexts of complexity, 'co-petition' and co-evolution, defining such systems with the term 'social innovation ecosystems' whose structure and functioning can be analyzed through the 'quintuple helix' approach. Starting from this conceptual frame and using the evidence gathered through the analysis of the results of the INAPP survey on social programming, the article reflects on the capacity of Italian territorial welfare systems to recognize themselves and operate as 'social innovation ecosystems' and, on this basis, proposes some key dimensions for assessing their potential to promote innovation and empowerment.
