This contribution examines the relations between water and urban transformations in the Mooca district, São Paulo. The area, historically inscribed within the Tamanduateí river system, has been reshaped by phases of urbanization that have compromised soil permeability and increased vulnerability to ?ooding. The work builds on a researchbydesign workshop based on ?eldwork and documental analysis. The investigation revealed waterurban dynamics that informed speculative scenarios in the Henry Ford area. The re?ections result in a critical synthesis of the Operação Urbana Consorciada Bairros do Tamanduateí, reiterating the need to politicize permeability, highlighting its role in the production and redistribution of value and risk.
