The article analyzes the transformations in Italian public administration over the past decade, highlighting contrasts with other EU countries. It constructs an analytical framework addressing the interplay between forces driving bureaucratic growth and containment mechanisms. Key findings underline a significant decline in public employment, uneven generational turnover raising educational standards, and the feminization of the workforce, albeit with persistent occupational segregation. Italy has nearly one million fewer public sector employees than the EU average, with public expenditure falling short by over €200 million lower and real wages down by 8.9% since 2013. This downsizing undermines critical sectors like healthcare and education, exacerbating a citizenship crisis and disproportionately impacting middle-income workers reliant on welfare state services.
